The Health and Safety Executive are interested in the health and safety of people at work which includes people who may be harmed by the way work is done (for example because they live near a factory, or are passengers on a train).
The Commission is responsible to the Secretary of State for the Environment, Transport
and the Regions and to other Secretaries of State for the administration of the HSW Act
throughout Great Britain.
It has been written that the inception of the Fire and Rescue Services Act 2004 [Section 7 deals with gathering relevant information] which came into effect on October 1 2004, removed national standards of fire cover and extended the "risk assessment" approach to emergency response so all the previous discussion of "standards of fire cover" below is now relegated to history. [In this context "risk assessment" refers to classifying parts of a fire station's area by degree of risk for the purpose of assigning such parts a standard turn-out. In another context, "risk assessment" has to do with assessing and dealing with the risks in an individual building.]
The new Act itself does not prescribe required response times but does require each Brigade [at local government level] to develop operational plans which will include target response times. Following the General Election in June 2001, changes were made to the responsibilities of government departments. Sponsorship of the construction industry moved to DTI, whilst DTLR retained responsibility for Building Regulations. At the same time the Fire Service transferred to DTLR from the Home Office.
A number of Departments deal with fire safety policy and legislation issues. The Health and Safety Commission/Executive [HSC/E] liaises closely with the other Departments on workplace fire safety policy and enforcement issues and has been involved in a number of reviews of fire legislation.
THE BAIN REPORT, "The Future of the Fire Service: reducing risk, saving lives", published on December 16 2002, recommends radical changes to the UK fire service. The report, was well received by Government, the fire service employers, and the Chief and Assistant Chief Officers Association but the Fire Brigades Union said the report was 'wrong and biased' and contained little that was new.
